What about more introverted people that struggle to be loud in the group or present their ideas in a fancy way? Does that mean that these personalities are less deserving of getting promoted?

In my point of view, promotions should focus more on the results that were achieved internally and externally. And there is also a great role of the PM lead who is there to notice the efforts and achievements of the PMs in his/her team.
